Abstract

This paper critically examines the effectiveness of government spending on education in the Philippines, highlighting the disconnect between budget allocations and the lived realities of students and teachers in public schools. Despite billions of pesos allocated annually, many classrooms remain overcrowded, under-resourced, and structurally unfit for learning. Drawing on firsthand accounts and recent studies, the paper reveals how educational funds often fail to reach the intended beneficiaries due to bureaucratic inefficiencies, mismanagement, and lack of accountability. It emphasizes the hidden emotional and financial burdens borne by teachers who fill systemic gaps with personal sacrifice, and the resilience of students who pursue education amid poverty and inadequate learning environments. The study calls for transparent, needs-based spending, and stronger mechanisms to ensure that resources genuinely support classroom instruction and student well-being. Ultimately, it urges policymakers to treat education funding not as a political milestone, but as a moral obligation to invest meaningfully in the nation's future.
