Abstract

This paper examines the Philippine government’s accelerated digitalization of frontline services, driven by the need for efficiency, transparency, and accessibility. It discusses national initiatives such as the eGovPH Super App, Digital National ID, and eLGU systems, emphasizing their role in reducing bureaucracy and promoting citizen-centered governance. Challenges—including infrastructure gaps, limited digital literacy, and cybersecurity concerns—are highlighted, along with the crucial role of “digital frontliners” in sustaining reforms. Long-term success will require integrated infrastructure, strong inter-agency collaboration, and continuous capacity-building.
