Abstract

Artificial intelligence is reshaping public administration by enhancing government efficiency, transparency, and citizen-centered service delivery. Effective digital transformation depends on ethical leadership, digital competence, and collaborative governance that balance technological innovation with accountability and public trust. Preparing future public administrators with AI, digital governance, and ethical decision-making skills is essential for building smart, inclusive, and responsive governments.
