Abstract

This paper examines the persistent challenges facing public education in the Philippines, emphasizing the gap between improved access to schooling and the declining quality of learning. Despite increased enrollment and infrastructure development, millions of students remain functionally illiterate, able to read but unable to comprehend texts meaningfully. Drawing on recent statistics and research, the study highlights key issues such as inadequate learning environments, overcrowded classrooms, rote teaching methods, and systemic under-resourcing of public schools—particularly in rural areas. Teachers are overburdened, parents are financially strained, and students are left with diplomas that fail to translate into real-world skills. The paper calls for a shift in national priorities: from superficial access to substantive educational reform, including improved teacher support, modernized materials, and equitable compensation. Only through meaningful investment in educational quality can the promise of education as a pathway out of poverty be truly realized for all Filipino learners.
